Governor Jon Huntsman, Jr.’s “Plan for Economic Revitalization for Utah” inspired community members from Kane County and the surrounding areas to develop a unique and innovative regional economic development model called the Center for Education, Business, and the Arts (CEBA). It’s success could serve as a model for economic development in other rural areas across the United States.

CEBA is designed to:

enable education of the workforce
provide business and entrepreneurship training
attract conferences, seminars, and corporate retreats to Kane County

DIGITAL MEDIA: "Return to Little Hollywood"

Director/Producer Steve Armstrong and Director of Photography Chris Onstott contemplate a shot for "Return to Little Hollywood" while filming Kane County.

Dixie State College professor Dr. Stephen Armstrong is producing a documentary about Kane County's cinematic history. Titled "Return to Little Hollywood," this film charts the county's transformation from a small ranching community into one of the busiest movie production sites east of Los Angeles.

"Return to Little Hollywood" will bring attention to the area's cultural significance and unique beauty. As a result, it will stimulate economic growth in Kane County by attracting tourists, scholars, filmmakers, and production companies to the county. BUSINESS AND ENTREPRENEURSHIP EDUCATION:

Entrepreneur Forum –Supporting Kane County Entrepreneurs

The CEBA Entrepreneur Forum began in January 2008. Each monthly Forum meeting includes a presentation by successful local entrepreneurs about things they did right and wrong in their business. Entrepreneurs also learn about tools that are available to help them speed their success.

The CEBA Entrepreneur Forum is directed by Ed Meyer. Prior to retiring to Kanab in 2005, Mr. Meyer ran the rural economic development programs for every Governor from Governor Matheson through Governor Huntsman. In that capacity, he consulted with dozens of rural entrepreneurs and was involved in the creation of most of the programs currently benefiting entrepreneurs in rural Utah.

Also involved in the CEBA Entrepreneur Forum is Don Macke, Co-Director of the Center for Rural Entrepreneurship in Lincoln, Nebraska. The primary goal of Mr. Macke’s nationally recognized organization is to be the focal point for efforts to stimulate and support private and public entrepreneurship development in communities throughout Rural America. Mr. Macke has agreed to serve as a resource for the CEBA Entrepreneur Forum and authorized the use of tools from their Energizing Entrepreneurs (E2) series as guides in advancing our local effort.

ARTS AND CULTURE:

The entire month of October has been designated Cultural Arts Month for Southern Utah by official Proclamation by Governor Jon Huntsman, Jr. This celebration, the largest of its kind to ever take place in this region, will include every student, performing and visual artist as all join together to celebrate our cultural arts. This Cultural Arts Month will culminate in a Grand Gala Concert at the Dixie State College Burns Arena on Saturday, October 25^th.

CEBA--a Model Capitalizing on Local Assets and Resources

CEBA programming will be designed to highlight the region’s diverse history and assets. These programs will allow the community to demonstrate capabilities in areas such as:

Visual Arts and Western Literature: tied to nationally recognized artists and writers who have lived and worked in the region;

Physical and Life Sciences: linked directly to the resources of the Grand Staircase-Escalante National Monument and the neighboring national parks and public lands;

Pet Sciences: coupled with the worldwide profile of Best Friends Animal Society;

Natural Resource-Based Technologies: enhancing the potential for appropriate development of forestry, mineral, energy, and water resources within the region;

Astronomy: featuring Kane County’s nationally-renowned dark skies.

Planning Process

The planning for CEBA was a collaborative regional effort. The CEBA Executive Steering Committee was led by representatives from Dixie State College of Utah, The Department of Workforce Services, Kanab City, Kane County, Kane Schools Foundation, and community economic development professionals. The three sub-committees (Education, Business & Retreat, and Cultural Arts) were comprised of over 100 community members from colleges and universities, school districts, private industry, the nonprofit sector, and government. The planning process was funded by the Utah State Legislature, Dixie State College, Kanab City, and Kane County Office of Tourism and Film Commission.

CEBA Facility

The proposed facility will include classrooms, labs, meeting spaces, offices, and a large assembly hall. This state-of-the-art building will have the latest technology for internet access, teleconferencing, videoconferencing and other such amenities.
